Department of Science and Technology (DOST)
Department of Science and Technology (DOST) is an executive department of the Philippine government responsible for the coordination of science and technology-related projects and the formulation of policies and projects in the fields of science and technology in support of national development.
History and Mandate
Originally established on June 13, 1958, as the National Science Development Board (NSDB) during the Garcia administration, it was later reorganized into the National Science and Technology Authority (NSTA) in 1982. On January 30, 1987, under Executive Order No. 128, it was elevated to cabinet-level status as the DOST.
Today, the agency operates under the slogan “One DOST for You”, emphasizing its commitment to bringing scientific solutions closer to the Filipino people to drive socio-economic growth and national competitiveness.
Legislative Milestone: RA 11914
In August 2022, a significant development occurred with the passing of the Provincial Science and Technology Office (PSTO) Act (Republic Act No. 11914). This law converted existing Provincial Science and Technology Centers into “Offices” and upgraded the position of Provincial Director. This shift strengthens the DOST’s presence in the provinces, ensuring that R&D and technological innovations reach rural communities and local industries more effectively.

The DOST carries out its mission through several high-impact initiatives designed to empower different sectors:
- Small Enterprise Technology Upgrading Program (SETUP): A nationwide strategy encouraging MSMEs to adopt technological innovations to improve their operations and boost productivity.
- Scholarships (SEI): Through the Science Education Institute, the DOST provides prestigious undergraduate and graduate scholarships to talented students, including the Junior Level Science Scholarship (JLSS) for aspiring scientists and engineers.
- Balik Scientist Program: This initiative encourages Filipino scientists, technologists, and experts residing abroad to return to the Philippines and share their expertise to accelerate the country’s development.
- Smart City Initiatives: The DOST actively promotes the “Smart City” concept across various regions, leveraging technology to improve urban management and the quality of life for citizens.

- FNRI: Food and Nutrition Research Institute.
- ITDI: Industrial Technology Development Institute.
- PHIVOLCS: Philippine Institute of Volcanology and Seismology.
- PRRI: Philippine Rice Research Institute.

- PAGASA: Atmospheric, Geophysical, and Astronomical Services (Weather Bureau).
- STII: Science and Technology Information Institute.
- SEI: Science Education Institute.
