National Tobacco Administration
The National Tobacco Administration (NTA) is a government agency in the Philippines responsible for the regulation, promotion, and development of the tobacco industry. It was created by Executive Order No. 245, signed on July 24, 1987, which consolidated and reorganized the Philippine Virginia Tobacco Administration and the Philippine Tobacco Administration into the NTA.
It is important to note that Republic Act No. 7171, enacted on August 8, 1991, did not create the NTA. Instead, this law, known as the “Act to Promote the Development of the Farmer-Producers in the Virginia Tobacco-Producing Provinces,”mandates that a portion of the excise tax collected from locally manufactured Virginia-type cigarettes be allocated to provinces producing Virginia tobacco. This revenue-sharing scheme supports the welfare and development of tobacco farmers and their communities.
Key Functions of the National Tobacco Administration
Regulatory Functions: The NTA regulates various aspects of the tobacco industry, including production, marketing, and trade. It sets standards and guidelines for tobacco cultivation, manufacturing practices, and product quality.
Tobacco Farmers’ Assistance: The NTA provides direct support to tobacco farmers and their organizations. It implements programs that improve farmers’ livelihoods through access to credit, technical training, and marketing assistance.
Leaf Quality and Auction System: The NTA ensures the quality of tobacco leaves produced in the country. It operates an auction system that allows farmers to sell their produce directly to registered buyers under transparent and fair market conditions.
Research and Development: The NTA conducts and supports research on tobacco production, processing, and product development. It partners with research institutions and industry experts to promote sustainable practices and efficiency.
Market Promotion: The NTA actively promotes Philippine tobacco in both local and international markets. It participates in trade fairs, exhibitions, and other activities to highlight the quality and variety of Philippine tobacco.
Collection of Fees and Levies: To fund its operations and support programs for tobacco farmers, the NTA collects fees and levies from industry stakeholders, including manufacturers, importers, and exporters.
The National Tobacco Administration continues to play a vital role in regulating and sustaining the Philippine tobacco industry, protecting the interests of tobacco farmers, and enhancing the competitiveness of Philippine tobacco in global markets.
