Department of Health (DOH) Uniform Allowance
If you are a public health worker or an administrative employee under the Department of Health (DOH), staying updated on your benefits is essential. One of the most anticipated annual grants is the Uniform and Clothing Allowance (U/CA).
Recently, there have been significant updates regarding the amount, its tax status, and the rules for wearing the prescribed uniform. Here is everything you need to know.
How much is the DOH Uniform Allowance?
For FY 2024 and 2025, the Uniform and Clothing Allowance for DOH and other government civilian personnel is Php 7,000 per annum.
- Legal Basis: This is authorized under the General Appropriations Act (GAA) and regulated by DBM Budget Circular No. 2024-1.
- Previous Rate: The allowance was previously Php 6,000, but it was increased to Php 7,000 to help employees keep up with the rising costs of textile and tailoring.
Tax Status: Is the P7,000 taxable?
No. The Bureau of Internal Revenue (BIR) has officially updated its regulations to ensure this benefit remains tax-free.
- RR No. 4-2025: Increased the “de minimis” (tax-exempt) limit for uniform allowance to Php 7,000.
- RR No. 29-2025: Further increased the tax-exempt ceiling to Php 8,000 effective January 2026.
- Result: Since the DBM grant is currently P7,000, the entire amount is received in full without any income tax deductions.
Eligibility: Who is entitled to the grant?
The allowance is granted to civilian personnel who are:
- Occupying regular, contractual, or casual positions (with employer-employee relationships).
- Appointive or elective, rendering full-time or part-time service.
- Service Requirement: You must have rendered at least six (6) months of service (including leaves with pay) within the fiscal year to receive the full amount.
- Newly Hired: Entitled to the grant after rendering six consecutive months of service.
Note on COS and Job Orders (JO): Generally, individuals under Contract of Service or Job Order status are not entitled to the Php 7,000 cash grant as they do not have an employer-employee relationship under government rules. However, they are often “highly encouraged” to wear the same colors as the official uniform for consistency.
DOH Specific Wearing Guidelines (DM 2023-0151)
The DOH follows strict guidelines on how and when the uniform should be worn to maintain a professional image.
- Schedule:
- Monday to Thursday: Mandatory wearing of the prescribed DOH uniform.
- Friday: Recognized as “Wash Day” or “Casual Day” (standard office attire or smart casual).
- Exemptions:
- Clinical Staff: Doctors, nurses, midwives, and lab technicians in direct contact with patients are exempted from the “office” uniform. They are required to wear their professional medical attire (scrub suits/white coats).
- Pregnant Employees: May be exempted upon presentation of a medical certificate.
- Accessories: The uniform must always be worn with the official DOH ID card and a pair of black closed shoes.
- Procurement: Employees often have the choice between “Hecho Derecho” (ready-to-wear sets from the supplier) or purchasing the fabric only and having it tailored independently, provided the official design and color are strictly followed.
Don’t Confuse it with the “Medical Allowance”
It is important to note that DBM Budget Circular No. 2024-6 introduced a separate benefit called the Medical Allowance, which is also Php 7,000.
- Uniform Allowance (P7,000): For clothes/uniforms.
- Medical Allowance (P7,000): A subsidy to help employees avail of HMO-type benefits or health-related expenses.
- Total Benefit: This means eligible DOH employees are looking at a total of P14,000 across these two specific allowances.
