The Department of Information and Communications Technology (DICT) is the primary government agency in the Philippines responsible for planning, developing, and promoting the country’s information and communications technology agenda. It plays a central role in strengthening digital infrastructure, expanding internet access, and ensuring cybersecurity for both public and private sectors.
History and Establishment
The DICT was officially created through Republic Act No. 10844, which was signed into law on May 23, 2016. The department was formed to consolidate ICT-related functions previously handled by other government bodies, such as the Information and Communications Technology Office (ICTO) of the Department of Science and Technology (DOST), the National Computer Center, and the National Telecommunications Training Institute.
Mandate and Functions
The DICT is tasked with creating a connected, inclusive, and secure digital Philippines. Its core functions include:
- Developing national ICT policies, plans, and programs
- Expanding internet connectivity and digital infrastructure
- Promoting e-Governance and digital services in government transactions
- Ensuring cybersecurity, data privacy, and ICT resilience
- Supporting ICT industry development and digital innovation
- Providing capacity-building and digital literacy programs for Filipinos
Key Programs and Initiatives
Some of DICT’s major programs include:
- Free Wi-Fi for All Program – Providing free internet access in public places such as schools, government offices, and transport terminals.
- National Broadband Program – Expanding broadband infrastructure to improve internet speed and reliability across the country.
- Cybersecurity Bureau – Protecting government and private networks from cyber threats.
- Digital Jobs PH – Promoting online freelancing and digital entrepreneurship as alternative sources of income.
- ICT Academy and Trainings – Building ICT skills for students, professionals, and government employees.
Leadership and Structure
The DICT is headed by the Secretary of Information and Communications Technology, supported by Undersecretaries and Assistant Secretaries who oversee specialized areas such as e-Governance, infrastructure, cybersecurity, and digital workforce development.
