The Quezon City Government has established the City Heat Action Team (QC-HAT) to mitigate the growing impact of extreme heat on residents, particularly vulnerable sectors. Mayor Joy Belmonte announced the creation of the dedicated team on June 3, 2026, alongside the designation of chief heat action officers across the city.

Recognizing extreme heat as a critical public health and safety concern, the city government is strengthening its cooling initiatives through this comprehensive approach. The QC-HAT team will coordinate heat response efforts, implement cooling measures, and ensure that communities are prepared for rising temperatures.

The initiative comes as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) warned that dangerous heat conditions may persist in the coming months. Quezon City is taking proactive steps to protect over 2.9 million residents through the establishment of cooling centers, public awareness campaigns, and heat emergency response protocols.

Chief heat action officers have been designated to lead response efforts at the community level, ensuring that each barangay has a point person for heat-related concerns. The team will also work with health facilities to manage heat-related illnesses and provide guidance on heat safety practices.

Quezon City’s climate-responsive governance approach includes sustainable urban planning measures such as increasing green spaces, promoting tree planting, and implementing heat-reflective infrastructure in public areas. These long-term measures complement the immediate response capabilities of the heat action team.
