Northwest Samar State University has evolved from a humble high school serving underprivileged students into a comprehensive technological university serving Northwest Samar. Origins in Calbayog

The institution’s journey began in 1948 with the establishment of Calbayog High School, created specifically to cater to underprivileged students in Calbayog. The school operated for seven years before closing due to lack of funding support, demonstrating the early challenges of providing education in the region.

On June 21, 1959, Republic Act 2441 was passed into law to establish the Tiburcio Tancinco Memorial Vocational School, named after prominent judge Tiburcio Tancinco. This legislation provided the foundation for what would become a major educational institution in Northwest Samar.

Technological Institute Development

The institution continued its evolution on November 14, 1982, when Batas Pambansa 304 was passed into law, converting the vocational school into the Tiburcio Tancinco Memorial Institute of Science and Technology. This conversion expanded the institution’s mandate to include science and technology education, marking a significant step in its academic development.

On June 14, 1998, Republic Act 8655 renamed the Samar National Agricultural School to Samar State College of Agriculture and Fisheries, which would later become the San Jorge campus of the university. This integration expanded the institution’s agricultural programs and established its presence in San Jorge municipality.

University Status and Integration

On October 14, 2009, Republic Act No. 9719 was signed into law, renaming the Tiburcio Tancinco Memorial Institute of Science and Technology into Northwest Samar State University. This legislation also integrated the Samar State College of Agriculture and Forestry located in San Jorge, Samar, creating a unified university system with expanded capabilities and resources.

Northwest Samar State University operates through two campuses serving different municipalities in Northwest Samar:

  • Calbayog Campus (Main Campus): Located at Rueda Street, Calbayog, this campus serves as the university’s headquarters and primary academic center, offering technological and professional programs
