The city government of San Jose del Monte, Bulacan has reaffirmed its commitment to pursue sweeping water reforms despite a fresh legal challenge filed by former water service provider PrimeWater.
The legal petition marks the third attempt by PrimeWater to halt government actions related to the city’s water system transition. The dispute centers on the city’s decision to appoint a new interim water operator following protracted issues with water service delivery and infrastructure management.
City officials in San Jose del Monte have vowed to press forward with their reform agenda, emphasizing that providing reliable water service to residents is their top priority. Mayor Robes and the city council have expressed confidence that their actions are legally sound and in the best interest of the community.
We will not be deterred by legal challenges from our mission to ensure that every resident of San Jose del Monte has access to clean, reliable, and affordable water, city representatives stated. The rights of our citizens to basic services outweigh the commercial interests of any private operator.
The San Jose Water Board had earlier passed Resolution No. 15, Series of 2025, formally endorsing the transition plan. The resolution cited the need for improved water services and greater accountability in the management of the city’s water distribution system.
Community leaders and residents’ groups have largely supported the city government’s stance. Many barangay officials have expressed frustration with years of inadequate water service and have called for faster reforms.
The transition to Metro Pacific Water as interim operator is seen as a key component of the broader reform program. The city government is also exploring long-term solutions, including infrastructure upgrades and public-private partnerships that prioritize public welfare.
Legal experts note that the case highlights broader issues in the Philippines’ water services sector, where local governments are increasingly taking assertive steps to reclaim control over essential utilities previously managed by private concessionaires.
San Jose del Monte residents are encouraged to stay informed about developments and to participate in public consultations as the city moves forward with its water reform initiatives.
