Panabo City unveiled a revamped Investment Code in late 2025, offering up to 10 years of tax perks to attract major investors and strengthen its position as an agri-industrial gateway in Southern Mindanao. The Business Symposium, organized by the Panabo City Economic Development and Investment Promotion Center (PCEDIPC), marked the launch of the city’s aggressive push to capture new capital inflows from both domestic and foreign companies.

City Administrator Pedrito Misoles urged stakeholders to participate in a new era of proactive investment promotion. “We are here to strengthen Panabo City’s appeal to investors and ensure our stakeholders understand their shared responsibility in transforming our economic landscape,” Misoles said during the event. Acting Local Economic Development and Investment Promotions Officer Michael Angelo Resueño described Panabo as a city with the land availability, industrial backbone, and logistical access that make it an ideal expansion site.

What the New Investment Code Offers

Panabo’s updated Investment Code provides significant fiscal and non-fiscal incentives designed to compete with neighboring cities while leveraging the city’s unique agricultural advantages. Located between Davao City’s metropolitan center and Tagum City’s growing commercial zones, Panabo offers investors a cost-efficient alternative with less congestion and easier movement of goods.

  • Up to 10 years of tax holidays for qualifying enterprises in priority sectors
  • Reduced real property tax rates for new manufacturing and processing facilities
  • Streamlined business permit and licensing processes through the Business One-Stop Shop
  • Special incentives for agri-processing, renewable energy, and logistics investments
  • Support for enterprises locating within the Anflo Industrial Estate (AIE) in Panabo
  • Investment priority areas include renewable energy, mariculture, green development, and waste management

Agriculture and Industry at the Forefront

Panabo’s investment strategy is anchored in its identity as an agricultural powerhouse. The city aims to transition from traditional farming toward higher-value processing and manufacturing. Resueño emphasized that Panabo wants to modernize its farming practices, diversify crop production, and encourage investors to build processing facilities that will allow the city to export finished agricultural products rather than raw goods. The city’s proximity to the Davao International Airport and access to port facilities further strengthen its logistics appeal.

City officials also highlighted growth opportunities in renewable energy, mariculture, green development, and logistics — all sectors included in the updated investment priority areas, reflecting a commitment to both economic expansion and sustainable development. The city government plans to conduct targeted investor consultations, technical forums, and business-matching sessions throughout the year.
