The Province of Cebu has committed P708.1 million to kickstart a massive earthquake recovery plan for northern Cebu, with a total rebuilding cost estimated at P19.28 billion. Governor Pamela Baricuatro led a meeting on Friday, January 30, 2026, to outline how the Province and national agencies will tackle the enormous task of rebuilding the region.
Where the Money Is Going
The Provincial Governments P708.1 million contribution focuses on three main areas: P311 million for agriculture and fisheries, P254.1 million to repair 13 broken bridges, and P143 million to revive popular travel spots in northern Cebu.
Dennis Francis Pastor, head of the Provincial Disaster Risk Reduction and Management Office, explained that the goal is to Build Back Better and Smarter to ensure the province is stronger and more prepared for future disasters.
Assessing the Damage
Experts found that the earthquake caused P9.24 billion in physical damage to homes, schools, hospitals, and farms. The economic impact reached P47.74 billion in losses from disruptions to local businesses and services.
The Social Sector needs P10.13 billion for housing, schools, and health services. Infrastructure requires P2.83 billion for roads, bridges, and ports. The Productive Sector needs P1.98 billion for trade, industry, and tourism. Cross-cutting Sectors require P4.29 billion for governance and environmental protection.
A Team Effort for Rebuilding
National agencies have committed billions to support the recovery. DepEd is providing P6.03 billion, while DPWH pledged P4.37 billion for roads and bridges. The housing department and NDRRMC are also contributing. Local leaders from Bogo City, Borbon, Daanbantayan, and San Remigio joined the coordination meeting.
Focus on Students and Schools
The Province plans to build 269 Temporary Learning Shelters across 34 towns, with completion targeted before the June school opening. New permanent classrooms will be climate-proof to withstand future geological events.
