NSCR Angeles Segment Right-of-Way Hits 90 Percent Complete

The Department of Transportation (DOTr) has reported a significant milestone in the construction of the North-South Commuter Railway (NSCR) project, with right-of-way (ROW) acquisition for the Angeles City segment in Pampanga now reaching 90 percent complete.

The update, reported by multiple news outlets including the Philippine Daily Inquirer and ABS-CBN News, marks a major step forward for the ambitious rail system that will eventually connect New Clark City in Capas, Tarlac to Calamba, Laguna — spanning over 147 kilometers with 36 stations.

The Angeles City Segment

The Angeles segment of the NSCR is one of the most critical portions of the entire project. It will include three stations and one depot, with an elevated viaduct running through both Angeles City and the Clark Freeport Zone. This segment forms part of the larger Malolos-Clark Railway, which is expected to be operational by late 2026.

While the 90 percent figure is a welcome achievement, officials noted that earlier delays in land acquisition continue to impact construction timelines. The DOTr emphasized that full acquisition for the north segment could be completed by mid-2026 at the current pace.

National Progress

On a national scale, the NSCR project’s ROW clearing has jumped dramatically from just 7.59 percent in March 2025 to 65.5 percent by April 2026. This rapid acceleration reflects the government’s commitment to delivering what will be the Philippines’ most transformative public transportation project.

The NSCR is funded through a partnership between the Philippine government and the Asian Development Bank (ADB), with trains expected to run at speeds of up to 160 km/h. Once fully operational, the railway will reduce travel time from Clark to Manila to under two hours.

For Angeles City residents and businesses, the NSCR represents a game-changer.
