Residents of Barangay 38 Gogon in Legazpi City reaped the benefits of a full-day service caravan on June 11, 2026, held at Kalayaan Park as a prelude to the 128th Independence Day celebrations.

The Philippine Information Agency reported on the event, highlighting how the caravan brought multiple government agencies together to deliver essential services directly to the neighborhood. One of the biggest draws was the launch of the Benteng Bigas Meron (BBM) Na program, which allowed eligible families earning minimum wage to purchase rice at just P20 per kilogram.

Each household could buy up to 15 kilograms of NFA-sourced rice distributed through Food Terminal Inc., ensuring both quality and affordability.

Services at the Caravan

The caravan offered more than subsidized rice. Residents walked away with access to a wide range of services all in one location.

Building on Previous Efforts

This year’s caravan follows a 2025 initiative where the same barangay offered rice at P29 per kilo through the Kadiwa ng Pangulo program. The P20 per kilo rate represents a significant price reduction, making basic food items more accessible to low-income families. Barangay Kagawad Richilda Blanco-Atun, who initiated the event with Punong Barangay Tess Naz, emphasized the importance of inter-agency cooperation in delivering these services.

Supporting Local Agriculture

The Kadiwa ng Pangulo sa Parke component, organized with the Department of Agriculture, gave residents access to fresh, affordable produce. This farm-to-table setup shortens the supply chain, meaning farmers earn more and consumers pay less. It complements the rice subsidy program by addressing broader food security concerns.

Addressing Ecological and Health Challenges

The inter-agency collaboration also mirrors other local governance initiatives, such as the Legazpi municipal water projects that address critical community needs. Apart from water security, safety concerns remain a high priority for local officials as the region manages geological hazards. The distribution of protective masks at the caravan supports families during periods of heightened volcanic activity, similar to when several Albay municipalities declared a state of calamity.
