The Island Garden City of Samal (IGACOS) has reached a major milestone in its infrastructure development as Davao Light and Power Co. Inc. formally assumed electricity distribution operations in the remaining 20 barangays across Samal Island and Talicud Island following a court order implemented on May 28, 2026.
In a statement, Davao Light confirmed that the sheriff of the Regional Trial Court, Branch 4, in Panabo City issued the Supplemental Writ of Possession, allowing the company to begin serving 16 barangays on Samal Island and four on Talicud Island. The areas covered include Adecor, Anonang, Aumbay, Aundanao, Bandera, Cogon, Dadatan, Kanaan, Libertad, Licup, Linosutan, Pangubatan, San Remigio, Santa Cruz, Peñaplata, Kaputian, San Isidro, Sion, Tagbaobo, and Tagbitan-ag.
Davao Light President and Chief Operating Officer Enriczar Tia said the company will handle the full range of electric distribution services across the island, including system operations and maintenance, customer service, billing, and collection. The move is a key step in the transition of electricity distribution services in IGACOS, providing legal clarity for the implementation of Republic Act No. 12144, which expanded the company’s franchise area.
Tia emphasized that Davao Light remains focused on delivering safe, reliable, and dependable electricity service to the communities within its expanded franchise area. The company also committed to working with government agencies, local government units, and other sectors to ensure a smooth and orderly transition.
Beyond service continuity, Davao Light announced plans to upgrade and expand electricity infrastructure throughout the island, citing rising demand from residential developments, commercial establishments, and major tourism projects. Samal Island continues to grow as one of Mindanao’s premier tourism destinations, and reliable power infrastructure is essential to sustain this momentum.
This development is great news for local businesses, resorts, and community organizations on the island. As Samal becomes better connected and more dependable in terms of utilities, it opens up more opportunities for local entrepreneurs and event organizers.
