Manila Mayor Isko Moreno has ordered the Manila Disaster Risk Reduction and Management Office (MDRRMO) to install air raid-type sirens across coastal communities in the city, a move aimed at strengthening early warning systems during disasters — particularly severe weather conditions that frequently affect the Philippine capital.

The warning devices, presented by Moreno alongside MDRRMO director Arnel Angeles, are designed to alert residents of imminent danger and prompt immediate evacuation during emergencies such as fires, storm surges, heavy rains, and strong waves. The initiative primarily benefits families living in vulnerable coastal areas along Manila Bay and near the city’s pier districts.

“These are the areas where we will install the sirens, particularly communities frequently exposed to danger, such as families living in Isla Puting Bato and Parola, which may be severely affected by typhoons,” Moreno said. “At the first sound of the siren, it will serve as a warning for residents to evacuate and proceed to designated evacuation centers.”

The mayor added that additional sirens will be installed across shoreline communities to enhance disaster preparedness and protect residents whenever storm warnings reach critical levels.

Angeles noted that the warning devices are built to remain operational even during power outages, as each unit is equipped with solar panels. Each siren can cover an area with a radius of up to five kilometers, making them highly effective at reaching large numbers of residents during emergencies.

Moreno compared the system to air-raid and missile-alert sirens used in countries facing armed conflict, where residents immediately recognize the signal and know where to seek shelter. He stressed that the primary goal of the sirens is to save lives by providing residents with sufficient time to evacuate before disasters strike. He also issued a stern warning against stealing or vandalizing the installations, saying those found responsible would face severe penalties from the city government.
