Cagayan de Oro is poised for a major transformation in its uptown district as Xavier University (XU) and Cebu Landmasters Inc. (CLI) have been given the green light to develop Manresa, a master-planned community envisioned as a “Campus of the Future” in the heart of the city.

The joint venture between the centuries-old university and one of Cebu’s largest real estate developers was confirmed in a report by MindaNews, marking a significant milestone for both the academic institution and the local economy in Northern Mindanao.

A P20-Billion Vision for Uptown CDO

The Manresa development carries an estimated price tag of PHP 20 billion, making it one of the largest mixed-use projects in Cagayan de Oro’s recent history. The project aims to create a modern, integrated community that blends academic, residential, and commercial spaces — a model for how Philippine cities are reimagining urban development beyond traditional central business districts.

The development is part of a broader push to transform Uptown Cagayan de Oro into a vibrant economic corridor. XU, one of Mindanao’s most prestigious universities, plans to leverage the partnership to modernize its facilities and expand its academic footprint while keeping its identity rooted in the city.

P120-Million Access Road to Ease Traffic

Complementing the Manresa project is a dedicated PHP 120-million access road that will connect the development to major thoroughfares in Uptown CDO, where it connects to major uptown thoroughfares such as the Masterson Avenue and Corrales Avenue corridors. According to the Philippine Information Agency, the road is designed to ease the growing vehicular traffic in the uptown area, which has seen increasing congestion as more commercial establishments and residential subdivisions have moved into the district.

Local officials have welcomed the infrastructure investment, noting that the improved road network benefits not only the Manresa development but the broader community of businesses, schools, and residents in the uptown area.

Scrutiny from DENR

While the project is moving forward, it has not been without scrutiny. The Department of Environment and Natural Resources (DENR) has sought clarity on the use of university land for the development. The agency has ordered XU and CLI to submit a status report and explain the details of the project, a step that underscores the careful balancing act between development and stewardship of institutional land in the Philippines.

Despite these procedural hurdles, local stakeholders remain optimistic. The Manresa project is expected to generate thousands of jobs during its construction phase and create a sustained economic boost once operational, further cementing Cagayan de Oro’s position as Northern Mindanao’s premier urban center.
