Westminster was founded in 1870 by Reverend Lemuel Webber as a Presbyterian temperance colony. The city’s name derives from the Westminster Assembly of 1643, which established the basic tenets of the Presbyterian faith. Early settlers were farmers who refused to harvest grapes due to their association with alcohol, instead cultivating walnuts, strawberries, celery, and lima beans.
Westminster was officially incorporated as a city on March 27, 1957, with a population of just over 10,000. The city has since grown into a thriving suburban community of over 90,000 residents, spanning 10 square miles bordered by Seal Beach, Garden Grove, Huntington Beach, Fountain Valley, and Santa Ana.
Mendez v. Westminster: A Landmark in Civil Rights
Long before Brown v. Board of Education, Westminster made history with the landmark 1947 federal court case Mendez v. Westminster. Sylvia Mendez and her family challenged the segregation of Mexican American students in the Westminster School District. The ruling effectively ended school segregation practices in California and paved the way for broader desegregation efforts across the United States.
Today, visitors can explore the Mendez Tribute Monument Park and Freedom Trail, which honors this pivotal chapter in American civil rights history.
Little Saigon: The Vietnamese Cultural Capital
Westminster’s most defining feature is Little Saigon, the epicenter of Vietnamese American life. Following the Vietnam War in the 1970s, Vietnamese refugees began settling in Westminster, creating a thriving community that has since become the largest concentration of Vietnamese people outside of Vietnam.
Today, 189,000+ Vietnamese Americans live in the greater Little Saigon area, spreading across Westminster, Garden Grove, Santa Ana, and Fountain Valley. Within Westminster’s city limits, Vietnamese Americans make up over 43% of the population — 39,799 residents as of the 2020 U.S. Census.
The community originally emerged to support Vietnamese refugees and entrepreneurs, and over the decades it has blossomed into a vibrant center for Vietnamese culture, cuisine, and commerce. Hundreds of businesses line the streets — from phở restaurants and bánh mì bakeries to jewelry stores, herbal shops, and professional services.

In 2026, the City of Westminster is actively investing in Little Saigon’s future. The city recently launched a Brand Identity Initiative to create a cohesive visual identity for the district, shaped by ongoing community input. Upcoming projects include a streetscape study, an archway project, and a popular Night Market that brings locals and visitors together.
