Moldova has two levels of administrative territorial units. The first level is the 37 units this page is built around. The second level is the cities, towns, communes, and villages that a shipment is physically delivered to.

First level

37 units of local government

The first level is the tier that runs regional services and collects the local taxes a distribution plan depends on. Every unit is either a raion, a municipality, or an autonomous territorial unit, and the three kinds add up to exactly 37.
