During the Philippine Revolution in 1898, Borongan became the site of an uprising led by the Pulahanes, a group of religious revolutionaries. The first public municipal officials were Sr. Magno Abenis as President and Sr. Andres Hipe as Vice-President, serving from 1899 to 1903.

The city underwent Japanese occupation during World War II from 1941-1945, after which it continued its development as a municipality. Borongan eventually achieved city status, becoming a component city and the provincial capital of Eastern Samar. The city has since grown into an important administrative and commercial center for the province.
