Catbalogan City stands proudly as the capital of Samar province, serving as the region’s main commercial, trading, educational, financial, and political center. Located on the western coast of Samar Island, this historic city has evolved from a Spanish colonial mission into a thriving urban hub that connects Samar to the wider Visayas region.

History of Catbalogan City

Catbalogan was founded in October 1596 by Spanish Jesuit priests, with Friar Francisco de Otazo, S.J. establishing the Catbalogan Mission and becoming the first missionary to bring the Catholic faith to the people of Catbalogan. The settlement grew in importance and became the capital of the entire island of Samar.

In 1627, Catbalogan was raised to the status of residencia (residence or central house), with dependencies including Paranas and Calbiga. On October 17, 1768, the city was ceded to the Franciscans who took over from the Jesuits, with Fray Jose Fayo, OFM serving as the first Franciscan parish priest.

Catbalogan became the provincial capital when Samar separated from Leyte in 1768, enjoying the prestige of being Samar’s premier town for 197 years. In 1965, the Philippine Congress approved Republic Act No. 4221 dividing Samar into three provinces: Western Samar (later renamed Samar), Eastern Samar, and Northern Samar. Catbalogan ceased to be the capital of the whole island but remained the capital of Samar province.

The city faced significant challenges from devastating fires in 1957 and 1969, which caused millions of pesos in damage. Despite these calamities, Catbalogan demonstrated resilience, with better buildings and infrastructure emerging from the ashes each time.

Population and Demographics

According to the 2024 census, Catbalogan City has a population of 107,896 people. The city covers a land area of 184.1167 square kilometers, with an average elevation of 7.1 meters above sea level. The population has shown steady growth with a 0.51% annual growth rate.

The population predominantly speaks Waray, the primary language of Samar province. The demographics reflect the city’s role as a provincial capital, with government workers, students, and business people forming significant portions of the community.

Mayor Dexter M. Uy leads the city government, bringing youthful energy and innovative leadership as the youngest mayor in Catbalogan’s history. Vice Mayor Coefredo Uy presides over the Sangguniang Panlungsod, which exercises legislative authority over city ordinances and policies.

Catbalogan City is politically subdivided into 57 barangays, each consisting of puroks and some having sitios. The barangays include both urban Poblacion barangays (numbered 1-15) and rural barangays, ensuring grassroots governance throughout the city.

For decades, it served as the primary maritime transport gateway for inter-island vessels making port calls before proceeding to Tacloban City. While maritime transport has decreased with the advent of land transportation, the city remains a major landport terminal.

Today, Catbalogan functions as a major stopover for inter-island bus lines traveling between Luzon and Mindanao through the bridged islands of Leyte and Samar. Catbalogan Airport (also known as Buri Airport) provides air connectivity to other parts of the Philippines.

Within the city, transportation options include motorized tricycles and pedicabs, providing affordable and accessible mobility for residents and visitors. The road network connects the city to other parts of Samar province.
