The Land Transportation Office (LTO) is urging all motorists in Manila and across the Philippines to renew their driver licenses, conductor licenses, student permits, and vehicle registrations before the July 31, 2026 deadline to avoid penalties.
The advisory comes as the three-month extension granted by the LTO under Memorandum Circular No. MVL-2026-5157 is set to expire at the end of July. After this date, expired documents that remain unrenewed will be subject to existing regulations and corresponding penalties for late renewal.
The extension was originally issued in April 2026 in line with President Ferdinand Marcos Jr. declaration of a national energy emergency amid rising fuel prices driven by the ongoing Middle East conflict. During the extension period, the LTO waived all penalties for late renewal of these documents.
Motorists in Manila are advised to visit their nearest LTO district office or the LTO official social media pages for verified information and assistance with the renewal process. With the deadline just weeks away, the agency encourages vehicle owners and drivers to act promptly to avoid long lines and potential penalties.
For Manila residents, several LTO offices are accessible across the city, including the LTO Central Office in Quezon City and various district offices throughout Metro Manila. The LTO has also been expanding its online services to make renewals more convenient for the public.
