General Santos City is embarking on one of the most ambitious urban modernization projects in its history with the Palengke Heneral redevelopment — a ₱2.3-billion transformation of the city’s aging Central Public Market into a state-of-the-art integrated marketplace and commercial complex.

The project, formalized through a Public-Private Partnership (PPP) agreement signed in February 2026 between the City Government of General Santos and Robinsons Land Corporation (RLC), marks a historic milestone as the first local government-led PPP market redevelopment in all of Mindanao.

A New Era for GenSan’s Trading Hub

The Central Public Market, which has served as the heart of commerce in General Santos for over 50 years, will be transformed into a modern, three-storey complex along P. Acharon Boulevard. The new facility, dubbed Palengke Heneral, draws its name from the city’s nickname and its reputation as a city of generals.

The redevelopment addresses long-standing issues with the current market, including outdated facilities, inadequate sanitation, poor ventilation, and limited accessibility. The new complex will feature solar-powered energy systems, modern sanitation and safety features, enhanced logistics and storage with cold storage for fresh produce and seafood, additional commercial and retail spaces, and improved accessibility with wider aisles and ramps.

A Model for Mindanao

The Palengke Heneral project is being closely watched by other local government units across Mindanao as a potential model for public market redevelopment. By leveraging the PPP framework under the Philippines’ PPP Code, the city government was able to partner with a major private developer without bearing the full financial burden of the project.

Mayor Lorelie G. Pacquiao, who signed the agreement alongside Robinsons Land president and CEO, emphasized that the project demonstrates the city’s commitment to upgrading infrastructure through innovative partnerships. She described Palengke Heneral as a marketplace designed to be modern and resilient while preserving its traditional role in the local economy.

Balancing Modernization and Inclusivity

As with any major redevelopment, the project has sparked discussions about balancing modernization with the needs of the city’s traditional market vendors and the communities that depend on them. The challenge lies in ensuring that the upgraded facilities strengthen, rather than disrupt, the traditional market ecosystem that has underpinned General Santos’ local economy for decades.

City officials have indicated that provisions are being made to accommodate existing vendors during and after the transition, though specific details about relocation and vendor support programs continue to be refined as the project moves forward.

Economic Impact

The Palengke Heneral redevelopment is expected to generate significant economic benefits for General Santos City, including job creation during construction and ongoing operations, increased trade and commerce as the modernized facility attracts more buyers and sellers, higher revenue for the city through improved lease arrangements, and enhanced food security through better storage and distribution infrastructure.

Looking Forward

The Palengke Heneral project represents a bold step forward for General Santos City as it continues to position itself as a leading commercial and trading center in Southern Mindanao. As construction progresses, residents and business owners alike are watching with anticipation — hopeful that the new marketplace will honor the city’s vibrant trading culture while bringing it into a new era of efficiency, sustainability, and growth.
