Putting together bidding documents for government projects in the Philippines can feel like a mountain of paperwork, especially if you’re doing it for the first time. But once you understand the standard structure, it’s mostly a matter of gathering the right pieces and double-checking that nothing is missing. The key is knowing which documents the procuring entity will ask for and what each one proves about your eligibility as a bidder.

The standard bidding documents under RA 9184 and its IRR follow a format prescribed by the Government Procurement Policy Board. Whether you’re bidding for goods, infrastructure, or consulting services, the documents fall into a few clear categories that stay consistent across all procuring entities.

  • Class A Eligibility Documents: PhilGEPS Certificate of Registration and Membership, valid tax clearance, Mayor’s Permit, and audited financial statements showing the required net worth for the project size
  • Class B Eligibility Documents: Omnibus Sworn Statement sworn before a notary public, certifying that you meet all requirements under RA 9184 and its IRR
  • Technical Proposal: A document describing how you will execute the project, including key personnel, equipment, methodology, and project timeline
  • Financial Proposal: Your bid price in a prescribed format, including a detailed breakdown of costs, unit prices, and total bid amount
  • Bid Security: Either a bid bond (cash, bank guarantee, or surety bond) worth at least 2% of the total bid price for goods and infrastructure, or as specified in the bidding documents
  • Additional Requirements for Infrastructure Projects: PCAB license, contractor’s experience records, and proof of similar project completion within the last 10 years
  • Post-Qualification Documents: If declared the lowest calculated responsive bidder, you’ll need to submit original copies of all eligibility documents for verification within 5 calendar days

Before you go further, make sure you’re properly registered with PhilGEPS because the system won’t even let you download bid documents without an active account.
