Every supplier, contractor, or consultant who wants to do business with the Philippine government needs a PhilGEPS registration. Without a PhilGEPS certificate, you can’t submit bids, you can’t receive Notice of Awards, and you basically don’t exist in the government procurement system. The good news is registering is free and you can do most of it online from the comfort of your office or home.

PhilGEPS stands for Philippine Government Electronic Procurement System, and it’s managed by the Department of Budget and Management (DBM). Think of it as the government’s marketplace — all bidding opportunities from national agencies, GOCCs, and LGUs are posted here. Here’s the step-by-step process to get your registration done without headaches.

  • Go to the PhilGEPS website at philgeps.gov.ph and click “Supplier Registration” to create your account using a valid email address
  • Fill out the online registration form with your business name, address, tax identification number, and contact details — make sure everything matches your DTI or SEC registration
  • Upload scanned copies of your requirements: DTI Business Name Registration (for sole proprietors), SEC Registration (for corporations), Mayor’s Permit, and BIR Certificate of Registration with Annexes B1 or B2
  • Submit your application online and wait for the DBM to validate your documents — this usually takes 5 to 10 working days
  • Once validated, you’ll receive an email notification confirming your registration along with your assigned PhilGEPS Registration Number
  • Download and print your PhilGEPS Certificate of Registration and Membership from your account dashboard — this is the document you’ll attach to your bidding documents
  • Keep your PhilGEPS profile updated — renew when your Mayor’s Permit or other documents expire, otherwise your registration status will show as “Non-Renewed”

One thing many new registrants overlook: your PhilGEPS registration must be renewed every year. The system sends reminder emails, but don’t wait until the last day. If your registration lapses, you won’t be able to view or bid on new opportunities, and the reinstatement process can take another week or two. Set a calendar reminder for 30 days before expiry so you never lose access.
