If you’re submitting bids for government consultancy projects or applying for positions that require verified educational credentials, you’ll eventually run into diploma authentication. The Commission on Higher Education (CHED) handles verification of college diplomas for local use, while the Department of Foreign Affairs takes over if you need authentication for use abroad. For government bidding purposes, CHED authentication is usually enough to prove that your key personnel meet the educational requirements.

Diploma authentication is not the same as requesting a Transcript of Records or a diploma copy. Authentication means CHED certifies that the diploma was legitimately issued by a recognized higher education institution. Here’s the process and what you need to prepare.

  • Start by requesting a Certificate of Authentication from your school’s registrar — the school issues this document confirming that your diploma is genuine and properly recorded
  • Bring the following to the CHED Central Office or any CHED Regional Office: original diploma, photocopy of diploma, Certificate of Authentication from the school, and a valid government-issued ID
  • CHED authentication costs around PHP 100 to PHP 200 per document, and processing takes 3 to 5 working days depending on the volume at the regional office
  • For bidding purposes, the CHED-authenticated diploma serves as proof that the educational qualification claimed in your CV is legitimate — procuring entities will check this during eligibility screening
  • If the diploma was issued by a school outside the Philippines, you need to go through the DFA authentication route instead, which includes red ribbon certification
  • For expired or damaged diplomas, request a Certified True Copy from the school registrar first before proceeding with CHED authentication
  • Keep your authenticated diploma in a safe place — once authenticated, CHED stamps and seals it, and you won’t need to repeat the process unless the document gets lost

CHED’s official website at ched.gov.ph lists all regional offices and their contact information. For a full list of documents you’ll need for government consultancy bids, refer to the Omnibus Sworn Statement guide, which covers the eligibility documents you need to prepare along with your educational credentials. You should also review the PhilGEPS requirements since registered suppliers need to have verified credentials on file.

If you need additional document verification like PRC license authentication or professional certifications, our document printing services can help organize and format these credential documents for submission.
